5th Capacity Building Workshop on Vigilance Matters held

The Ministry of Education, Government of India, in association with the Central Vigilance Commission organised the “5th Capacity Building Workshop on Vigilance Matters” for Chief Vigilance Officers (CVOs) and Senior Administrative Officers of institutions and organisations functioning under the administrative purview of the Ministry of Education. The programme was conducted on 21-22 May 2026, and hosted by the National Institute of Technical Teachers’ Training and Research, Kolkata.
The workshop was conceptualised with the objective of strengthening vigilance administration, enhancing institutional transparency, promoting ethical governance practices, and sensitising officers towards the effective implementation of vigilance mechanisms in higher educational institutions and allied organisations. The programme witnessed the participation of approximately 54 part-time Chief Vigilance Officers and Senior Administrative Officers from various institutions across the country. In addition, around 13 officers from the Ministry of Education and the Central Vigilance Commission (CVC) participated in the event.
Workshop featured seven technical sessions on both the days, conducted by Shri Kapil Deo Narayan, Chief Technical Examiner, Chief Vigilance Commission, Govt. of India and Shri P. K. Mohanty, Director, Chief Vigilance Commission, Govt. of India. The sessions focused extensively on public procurement systems and procurement-related vigilance issues & Vigilance framework and functions i.e., Preventive, Punitive & Participative Vigilance; Role and Functions of Chief Vigilance Officers/Issuance of Vigilance clearance; Complaint Handling Policy, including PIDPI/Non-PIDPI complaints and CVC& non-CVC cases, Cases involving Vigilance Angle, Handling of Lokpal Complaints and preparation of reports; etc.
The interactive discussions proved highly beneficial in resolving practical doubts and facilitating knowledge sharing among the participants.
The Closing Remarks were delivered by Prof. V.M.S.R. Murthy, Director, (Additional Charge), of the National Institute of Technical Teachers’ Training and Research, Kolkata and Director, Indian Institute of Engineering, Science and Technology, Shibpur. In his address, appreciated the active participation of delegates and highlighted the importance of continuous capacity building in vigilance administration for ensuring transparency, accountability, and ethical governance in educational institutions. Shri Purnendu Kishore Banerjee, Joint Secretary and CVO, Shri Sauranshu Sinha, Deputy Secretary, Department of Higher Education, Ministry of Education, Government of India and Shri P. K. Mohanty, Director, Central Vigilance Commission, Government of India were present during the Valedictory and spoke on the importance and the need of such kind of workshops for developing the idea of preventive vigilance in Government Institutions.
